If and when you get some repsonse, you should add your site as soon as possible, and send an email saying that their relationship was added, and include the URL where you can view your site.

You will need to routinely check their partners to ensure that they continue to link to your site in order to continue the association. Most webmasters are honest and keep you connected, but there are some bad apples out there.
